Water drips from the ceiling, runs down the walls, and in the lower passages there are a few inches of standing water on the floor. It's full of skeevers and assortment of shady individuals - even if you don't get shiv'd, you won't be able to shake the feeling of being watched.
Shadow Name: The Justiciar Brief Description: A faceless, implacable figure in Thalmor robes. It pursues relentlessly, destroying anything or anyone that crosses its path. It represents Vanyel's fears for the future of his homeland, his resentment of the Thalmor and their chokehold on the Empire, his desire to stop them from starting another Great War no matter the cost and simultaneous fear of the repercussions of open rebellion, the attendant shame over letting that fear hold him back, and a dread that all his efforts will come to naught.
